In an article published in the Sydney Morning Herald on 30 November 2016, James Massola referred to leaked Cabinet documents that indicate the Australian Federal Government is contemplating a system of provisional visas that would apply before an applicant would be considered for a permanent visa.

If such a change were introduced it would be a radical departure from the long standing practice of issuing of permanent visas once the initial processing has been completed and would likely result in a two tier system of citizenship and delay the ability of provisional visa holders to access social security payments..It is stressed that these documents have not yet been considered by the Cabinet
